Walking and Cycling Infrastructure Scheme Delivered at Newtown Bridge

The Newtown Bridge, Balheary Road, Walking and Cycling Scheme in Swords was officially opened today by Mayor of Fingal, Cllr Tom O’Leary, in the presence of Minister for Climate, Energy & the Environment and Minister for Transport, Darragh O’Brien TD. The event marks the completion of a significant active travel upgrade that enhances safety and connectivity for pedestrians and cyclists along this important local route. 

This project, that cost approximately €1 million, addresses longstanding challenges along the narrow and heavily used section of road, where pedestrians and cyclists previously shared limited space with vehicles. The completed scheme provides a widened footpath across the bridge, an upgraded and extended cycle route from Swords, a new signalised pedestrian crossing and improved access points to Broadmeadow Park and the Balheary reservoir lands at Swords Celtic Football Club. A one-way system now manages traffic by allowing vehicles to pass in alternating directions, with additional speed‑reduction measures further enhancing safety and comfort for all road users. 

Construction began in March 2025, with the scheme designed by Clifton Scannell Emerson Associates and constructed by Jons Civil Engineering Company Ltd. The works were carefully phased to maintain access for local residents and minimise impacts on daily activity in the surrounding area.

Mayor of Fingal, Cllr Tom O’Leary, said: “The upgraded bridge layout makes everyday journeys safer for people walking, wheeling and cycling and strengthens connections to nearby amenities, including the much‑used Swords Celtic Football Club grounds. These improved links will support the many residents and families who travel to training, matches and community activities in the area.” 

Chief Executive of Fingal County Council, AnnMarie Farrelly, added: “The completion of this scheme is a key enhancement to the active travel network in Swords. The upgraded infrastructure improves safety and connectivity and supports the long‑term development of high‑quality walking and cycling links. This scheme integrates effectively with nearby parks, recreational areas and the wider transport network, providing a more sustainable and reliable route for road users.” 

The improvements align with key national and regional strategies, including the Climate Action Plan 2023, Project Ireland 2040, the National Cycle Policy Framework and Smarter Travel – A Sustainable Transport Future. These policies highlight the importance of safe, low‑carbon and inclusive mobility options that support healthier communities and reduce emissions.

Director of Environment, Climate Action, Active Travel & Sport at Fingal County Council, David Storey, commented: “This scheme strengthens a key link in the active travel network and supports Fingal’s aim of making walking and cycling the first choice for journeys under five kilometres. By improving the quality, continuity and safety of the route across Newtown Bridge, the project removes barriers to active travel and makes short everyday trips easier and more convenient without the need for a car.” 

Minister for Climate, Energy & The Environment & Minister for Transport, Darragh O’Brien TD, said: “Continued investment in active travel is essential to building a transport network that supports both safety and sustainability. By upgrading infrastructure like Newtown Bridge, we remove barriers to walking and cycling and give people real alternatives to the car for shorter trips. These improvements make sustainable travel practical for everyone.” 

The completion of the Newtown Bridge, Balheary Road, Walking and Cycling Scheme represents a key milestone in the ongoing transformation of Swords’ transport infrastructure and provides a strong foundation for future phases of active travel investment across the town and wider Fingal area.
