Fingal secures HIIF support for key infrastructure to unlock new homes
Fingal County Council has welcomed the allocation of funding under the Government’s €1 billion Housing Infrastructure Investment Fund (HIIF), which will support the delivery of critical infrastructure projects to enable significant housing development across the county. Managed by the Housing Activation Office in the Department of Housing, Local Government and Heritage, the HIIF programme is designed to fund essential public infrastructure that will unlock housing supply nationwide.
Following a competitive process that saw 138 applications submitted, 82 projects have been approved with the potential to directly and indirectly enable up to 200,000 homes nationwide. In Fingal, the Council has been backed by investment of at least €50 million from HIIF for four strategic projects in the region, with the projects expected to support nearly 5000 homes in the short term and ultimately 24,000 new homes over the coming years.
At Dunsink, over €20 million will be invested to unlock the development potential of some 435 hectares of land that comprise the Dunsink City Quarter. This initial HIIF investment will see Scribblestown Lane and Dunsinea Lane upgraded including road widening and realignment, new utilities and drainage infrastructure and the delivery of a network of new active travel greenways, directly enabling the development of an exciting new Transport Oriented Development of some 2,500 new homes now while also supporting the future delivery of up to 16,000 new homes.
In Swords, the Fosterstown Link Road project (cost band €10–20 million) will deliver a new roadway, junction upgrades and active travel and water infrastructure, initially unlocking 742 homes and in the future a further 995 homes at a key gateway site located directly beside the proposed Fosterstown MetroLink station. In Balbriggan on the north coast of Fingal, the Castlelands Infrastructure Works project (over €20 million) will provide a new link street, rail overbridge and road realignment to support over 1,000 new homes, while in Skerries, the Priory Fields junction upgrades (under €10 million) will facilitate the delivery of over 600 homes and support further development in the area. The Land Development Agency is already on-site delivering homes in both Castlelands, Balbriggan and Priory Fields, Skerries.

These projects will open up key sites for housing while enhancing connectivity and active travel options across the county.”

Funding for the four approved projects in Fingal will be allocated on a phased basis in line with project progress, ensuring timely delivery and alignment with national infrastructure investment priorities.
