Fingal County Council is committed to improving accessibility of our public services.
In accordance with section 26(2) of the Disability Act 2005, we have appointed Cathal Kearney, Corporate Affairs & Governance, as our Access Officer for Fingal County Council.
The Access Officer assists the Council in making our services, buildings and facilities accessible for and inclusive of disabled people, in line with relevant national and international disability legislation.

Inquiry Officer
Fingal County Council’s Inquiry Officer investigates complaints made under Section 38 of Disability Act 2005. Under the Act, all public bodies are obliged to ensure that full accessibility to their buildings and services are provided for people with disabilities. You can make a complaint if you consider that we have failed to comply with provisions of Sections 25 to 29 of the Disability Act, 2005.
The Inquiry Officer will carry out investigations in private and will produce a report, which will confirm if your complaint is valid and whether there has been a failure by Fingal County Council concerning your complaint.
Where a failure has occurred, it will outline the steps to be taken to ensure future compliance. This report will be made available to the Head of Section/Senior Executive Officer and to the person who makes the complaint.
