Fingal County Council today celebrated a major milestone in its affordable housing delivery with the official opening of the Church Fields Cost Rental Apartments in Mulhuddart.

The 80 high-quality cost rental apartments blend affordability, sustainability, and integrated community infrastructure at the transformative development in Dublin 15. Demand for the properties for the mix of 1, 2, and 3-bedroom homes was high and it is expected that the majority of those allocated a home will be able to move in to their new property by this Christmas.

"Church Fields is one of Ireland's most ambitious affordable housing initiatives," said Mayor Tom O’Leary. "This project goes beyond just 'bricks and mortar', we're focused on creating a thriving, diverse community. With biodiversity-focused landscaping, inclusive play areas, and active travel routes, we are building a place where families can flourish and neighbours can grow together."

Delivered by Fingal County Council in partnership with Gem Construction, the cost rental apartments are offered at a minimum of 26% lower than market rent. The scheme will also include a creche facility, accessible apartments, commercial units, a library/community facility, and access to green and park areas, all designed to support a vibrant, inclusive neighbourhood.

Minister of State with responsibility for Housing, Kieran O'Donnell TD praised the cost rental model, saying: “The Cost Rental model offers not just affordability, but stability and peace of mind. With over €15m in funding from my Department, it is fantastic to see such high-quality apartments being made available. We are responding to a housing crisis and need to deliver and activate more homes across all tenures - social, affordable, cost rental, and privately. Indeed, the demand for these homes here in Mulhuddart shows how vital it is to continue scaling up supply."

This initiative is part of the wider Church Fields masterplan, which integrates Affordable, Social, and Cost Rental housing with essential infrastructure, reflecting the principles of a 15-minute city, where residents can access schools, shops, green spaces, and services within walking or cycling distance. 17 minutes from Dublin airport and 20 minutes from Phoenix Park, Church Fields is an ideal location for families, single and couples to build a home for life.
