Fingal’s Ambitious Litter Management Plan 2025-2028 sets the blueprint for managing and preventing litter

An ambitious new plan sets out the blueprint for how Fingal County Council will manage and prevent litter over the next 3 years. The Litter Management plan 2025-2028, was developed following extensive consultation with the Elected Members, local businesses and community groups and key stakeholders, and launched by Mayor of Fingal Cllr Tom O'Leary.
The key elements of the new plan include, 7-day litter enforcement services, stricter enforcement of fines and penalties for littering and illegal dumping, including direct prosecution for repeat offenders, e.g. unauthorised signage, increase in the number of Litter Wardens, walking patrols and increased visibility of Litter Wardens, increased interaction with businesses, rollout of CCTV across the county, enhancing of existing cleaning and maintenance by our Operations teams in our towns, villages, beaches and parks.

Our campaigns, educational programs, and strategic initiatives aim to mobilize these groups. We acknowledge and support the critical efforts of Residents’ Associations, Community Groups, Green Schools Committees, and Tidy Towns in their commitment to keeping Fingal litter-free, and we pledge to continue providing them with the necessary backing.
Welcoming the new plan, Mayor of Fingal, Cllr Tom O'Leary supports the emphasis placed on shared responsibility: “By working together with residents, schools, businesses, and community groups, we can create a cleaner, safer, and more sustainable Fingal for everyone. I’m proud to support a plan that puts education, enforcement, and community engagement at its heart.”

The new Litter Management Plan comes in response to key challenges the council faces in tackling its litter and waste management in the growing and evolving county. Currently the council spends over €10 million annually on litter and waste management enforcements, with over 200 solar compactor bins, 895 standard street bins and 33 public water refill stations across the County.

AnnMarie Farrelly, Chief Executive of Fingal County Council said: “This Litter Management Plan, the culmination of extensive cross-departmental and community collaboration, is an important call to action. We are committed to protecting the natural beauty of our environment, and we want to encourage everyone to play their part in helping us to achieve a greener and cleaner community for all”.
The Fingal Environment team continues to lead the way in promoting positive behavioural change through innovative community initiatives. Projects such as the ‘Shore to Sea’ campaign and the Fingal Reusable Cup Project exemplify this commitment to sustainability and environmental stewardship.
