Fingal Secures Another Win at eGovernment Awards 2025

Fingal County Council takes home another win at this year’s Ireland eGovernment Awards 2025. This year Fingal County Council was recognised in the Local Government Award category for its Housing Assistance Payment (HAP) Tenancy Update Portal. 

The HAP Amendments Portal is a secure platform that makes it easier for tenants and landlords to submit requests to update the circumstances of their HAP tenancies. Such requests can include:

  • Monthly Rent Reviews
  • Change of Income Details
  • Cessation of existing HAP tenancies
  • Change of Landlord/Agent  
  • Change of Landlord Bank Details  

With over 2,450 tenancies currently managed by Fingal County Council, the volume of amendment requests has been a growing challenge. Previously, tenants and landlords had to contact Fingal’s HAP section through post, phone or email; by digitising the process through the portal, the Council streamlines the process by guiding users to provide all the necessary information upfront-reducing response times, improving accuracy and allow users to track their requests in real-time. This ensures quicker support for those who need it most.

More significantly, the portal ensures GDPR compliance, safeguarding sensitive information and reinforcing Fingal County Council’s commitment to the privacy and security of its users. This project reflects Fingal County Council’s dedication to innovation and providing excellent services to our citizens. 

E-Gov Awards 2025

Paul Carroll, Director of Housing and Community Development for Fingal County Council, who was in attendance of the awards ceremony said:

This category was a particularly competitive field with a number of strong entries from local authorities around the country, so I’m particularly pleased that the hard work of our team in the Housing Dept is being justifiably recognised with this award”. 

Having secured funding through the FCC Chief Executive Innovation Fund December 2023, the development of the portal began in March 2024, and launched a year later in March 2025. In its 23rd year the Irish eGovernment Awards is a celebration of excellence in the transformation of digital government services across the public sector. Shedding a light on innovation, creativity, and citizen-centred outcomes in public service delivery.
