What is the purpose of the Local Economic and Community Plan (LECP)?

The purpose of the LECP is to set out, for a six-year period, the objectives and actions needed to promote and support the economic development and the local and community development of Fingal, both by itself directly and in partnership with other economic and community development stakeholders.

What is proposed for 2023-2028?

Based on a socio-economic profile of Fingal, analysis of the broad policy context, and a review of the 2016-2020 LECP, a draft vision and high-level goals for the LECP 2023-2028 have been developed. Each item is outlined below.

What is the draft LECP Vision for 2023-2028?

The draft Fingal LECP vision is as follows:

“Fingal will be a vibrant, sustainable, progressive and climate resilient county, underpinned by inclusive, healthy, empowered communities and a dynamic economy.”

What are the High Level Goals for the LECP 2023-2028?

Six themes and associated High Level Goals are proposed, as follows:

Theme 1 - Prosperous Economy: Fingal is a dynamic, outward looking and innovative economy with sustainability at its core.

Goal 1.1: Support the development of strategic infrastructure.
Goal 1.2: Provide a supportive business environment that encourages innovation and attracts, retains and grows businesses sustainably.


Theme 2 - Skills for life and work: A county that provides a supportive and diverse skills ecosystem, nurtures talent, and provides life-long learning opportunities for all.

Goal 2.1: Stimulate a culture of life-long learning.
Goal 2.2: Support participation and skills development to meet the diverse needs of communities and businesses.


Theme 3 - Healthy, inclusive communities: A healthy, inclusive county where communities are empowered and supported to thrive.

Goal 3.1: Increase participation in active living and physical and mental activities to achieve improved health and wellbeing for all.


Theme 4 - Rich culture & heritage: Protect our heritage and embrace cultural diversity in the county.

Goal 4.1: Protect the heritage of Fingal and ensure quality amenities for all.
Goal 4.2: Support new and existing cultures to thrive.


Theme 5 - Sustainability & climate action: Pursue climate resilience and embed sustainability in all we do.

Goal 5.1: Support communities and business in the transition to net zero and becoming climate resilient.


Theme 6 - Safe, Accessible, Vibrant Places: A county of vibrant communities and places, accessible for all, where people want to live, work and socialise.

Goal 6.1: Re-imagine towns and villages through collaboration and inclusivity.


Why should you get involved in developing the new LECP?

Public consultations for the LECP provide an opportunity for you to have your views heard on what Fingal needs to do to strengthen its economy and local communities.

As such, the LECP will shape the development of Fingal over the next six years. We want to make Fingal a vibrant, sustainable, progressive and climate resilient county, underpinned by inclusive, healthy, empowered communities and a dynamic economy.  Let’s plan together to make Fingal even better.
