Vehicle Refinishers and the Deco Paints Regulations
The Deco Paints Regulations require vehicle refinishers who use solvents as part of their process to obtain a Certificate of Compliance from their Local Authority.
Certificate of Compliance Process
In order to obtain a Certificate of Compliance, a vehicle refinisher must arrange and pay for an inspection of their premises by an approved assessor. The EPA have designated Enviroguide as the approved assessor for vehicle refinishing inspections, and they can be contacted on:

Once the inspection is complete, the inspection report, application form and application fee should be submitted to the Local Authority. The application fee for a new Certificate of Compliance is €70, with a reduced fee of €50 when applying for the renewal of an existing Certificate. If a renewal application is submitted after its date of expiry, then the higher fee of €70 will apply. A Certificate may be issued for a maximum period of up to three years and must be renewed before its date of expiry.
